They aren't human, so it might take more work for the necessity of the chain to be conveyed. Rules for rules' sake alone may be hard to grasp, if there's no clear, easy-to-convey reason behind them.
I like to think I've got a good reason for every rule I lay down. Never was a fan of red tape when I was the one taking orders on the front line. But thanks, I'll keep that in mind when I'm dealing with them.
